The part against the Defendants is reversed.

Reasons
1. Summary of grounds for appeal;
A. In fact, the Defendants were aware of the fact that the national industrial complex was formed around the forest in question while selling part of the forest in this case to the victims, and there was no fact that the prices were increased in the future, and the victims purchased the forest in question at their own discretion, and thus, it did not constitute a crime of fraud. However, the judgment of the court below which found the Defendants guilty of the fact that it did not affect the conclusion of the judgment
B. The sentence that the court below sentenced to the defendants (2 years of suspended sentence in October and 3 years of suspended sentence in June) is too unreasonable.
2. The summary of the facts charged in this case is the person who was working as an operating member of the planned real estate business in Busan-gu I and 13, and Defendant B was the representative director of the Dispute Settlement Council, and C was working as a operating member of the Dispute Settlement Council.
A. On October 22, 2010, the Defendants entered into a contract with L to trade the forest land of this case (hereinafter “the forest land of this case”) of KRW 16,244 square meters in Nam-gu, Nam-gu (hereinafter “the forest land of this case”) at KRW 198,00,000,000.
The Defendants divided the above forest land into a green area, despite the absence of the plan to develop the forest as a national industrial complex, and sold the said forest land by deceiving the purchaser as the forest where market price gains are likely to be achieved by developing the said forest as a national industrial complex and selling it to acquire profits therefrom.
On November 2010, the Defendants were the victims M in the Seocho-gu Office for the Dispute Resolution Co., Ltd.
Sale shall be made in installments from 200 to 500 square meters.

If it is developed after two years, it may receive 700,000 won per square meter even if it is not possible.
It is called "We can sell at KRW 700,000 for internal responsibility and at least 700,000 per square year, as soon as possible."
