1. On August 31, 2019, the Defendant driven a non-registered motor bicycle without obtaining a license from around 500 meters from the front of the C in Gyeyang-gu Incheon, Incheon to the front of the E in the same Gu, at around 20:07.

2. No motor vehicle owner who has violated the Guarantee of Automobile Accident Compensation Act shall operate any motor vehicle on which no mandatory insurance has been subscribed;

Nevertheless, the Defendant operated a motor vehicle, which is a motor bicycle not covered by mandatory insurance at the time and place specified in paragraph (1).

"2019 Highest 8452"

1. Around 04:30 on August 10, 2019, the Defendant driven a non-registered motor bicycle without obtaining a motorcycle license from the road located in the Geumcheon-gu Seoul Metropolitan Government F to the front road of the same Gu.

2. No motor vehicle owner who has violated the Guarantee of Automobile Accident Compensation Act shall operate any motor vehicle on a road where mandatory insurance is not subscribed;

Nevertheless, the Defendant operated a motor vehicle, which is the motor vehicle equipped with the motor vehicle without purchasing mandatory insurance at the time and place specified in Paragraph 1.
