Defendant shall be punished by a fine of KRW 3,000,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

1. Forging a private document;

A. On July 2016, the Defendant entered the Defendant’s personal information in the column of proxy without obtaining D’s consent for the purpose of gathering and exercising the victim D’s family relation certificate and marriage relation certificate in order to verify the family relationship of the victim D, which was 105, Dong-dong, Yangcheon-gu, Seoul, 2016, and was in possession of D’s name after stating D’s personal information in the column of delegation date, and entering D’s personal information in the column of delegation date.

D’s seal affixed the D’s seal and forged a letter of delegation in the name of D which delegates all the authority to submit and receive an application for certification of the matters recorded in the family relations register.

Accordingly, for the purpose of exercising, the Defendant forged a letter of delegation in the name of D, a private document on fact verification.

B. On September 26, 2016, the Defendant entered “a light flag” in the delegation column for application for issuance of the resident registration cards, such as perusal or copy of the resident registration cards, and “D” in the delegating column without obtaining D’s consent for the purpose of exercising it within the public service center of Yangcheon-gu Seoul, Yangcheon-gu, Seoul, 105 Yang-dong, the Defendant held in advance following D’s name.

D's seal affixed the D's seal and forged a letter of delegation for the perusal or issuance of a copy or abstract of the D's resident registration card.

Accordingly, for the purpose of exercising, the Defendant forged a letter of delegation in the name of D, a private document on fact verification.

2. Exercising the relevant investigation document;

A. The Defendant, at the same time and at the same place as Paragraph 1-A, issued the forged power of attorney as if it were duly formed to obtain D’s family relation certificate and marriage relation certificate, and exercised it.

B. The Defendant is not aware of the forgery at the same time and at the same place as paragraph 1-b.
