피고인은 2018. 2. 21. 23:15 경 부산 연제구 B에 있는 “C” 앞 도로에서 112 신고를 받고 출동한 피해 자인 D 지구대 소속 경장 E( 이하 ‘E 경장’ 이라 한다), 순경 F( 이하 ‘F 순경’ 이라 한다) 이 자신의 말을 잘 들어주지 않는다는 이유로, G 등이 있는 자리에서 피해자들에게 “ 야 이 개새끼야! 짜 바리 은어로 ‘ 경찰관’ 을 이르는 말인 ‘ 짭새’ 의 경상도 사투리. 새끼야!” 라고 욕설하여 공연히 피해자들을 모욕하였다.
