1. Basic facts

A. On May 27, 2014, the Defendant issued a disposition to revoke the designation of long-term medical care institutions with respect to D and F Center (from May 27, 2014 to September 26, 2014) on the following grounds: (a) the Defendant was established for the purpose of housing welfare facilities, home welfare facilities for the aged, and medical care facilities for the aged; and (b) at the window C of Changwon-si, the corporation operating the F Center, which was a long-term medical care institution under the Long-term Care Insurance Act for the Aged (hereinafter “E Medical Care Center”), and (c) the revocation of designation of long-term medical care institutions with respect to each of the above facilities (from September 27, 2014 to May 26, 2015) on September 27, 2014.

After that, the Defendant establishes and operates a long-term medical care institution under the name of “E Medical Care Center” at the same place.

From April 24, 2014 to October 19, 2016, the Plaintiff is a person retired from the medical care center while serving as a medical care care care worker.
