Reasons

Punishment of the crime

Defendant is not a narcotics handler.

1. Violation of the Narcotics Control Act;

A. At around 00:00 on April 6, 2019, the Defendant administered camon medication by means of inserting 0.03g 0.03g of water together with tap water in a disposable injection machine, which is a psychotropic drug that was provided by C, in a container used by the Defendant located in Si/Gun/Gu, for his residence.

B. At around 08:40 on April 8, 2019, the Defendant: (a) carried philophones, which were administered as above by the said C; (b) carried 0.85g of philophones remaining 0.85g of philophones for one-time use; and (c) carried them in a white bag again, and kept them on the scopers attached to the said container tent.

2. Violation of the Act on the Control of Narcotics, etc.;
