Defendants shall be punished by imprisonment for one year and six months.

However, as to the Defendants for three years from the date of the final conclusion of this judgment, the said judgment is against the Defendants.

Punishment of the crime

On December 3, 2015, the Defendants came from the Dowon Airport in the Chinese depth and entered the country for tourism without a visa for the purpose of tourism to Jeju International Airport without a visa (on January 2, 2016), and were engaged in daily work at an in-house site not exceeding the period of sojourn (on January 2, 2016), and accepted a proposal from a person in an in-house name to a region other than Jeju upon receipt of a false refugee registration, and then issued a foreign registration certificate to the Defendants in the name of Jeju Immigration Control Office on April 4, 2016, upon receiving a false refugee application.

1. On April 2016, the Defendants conspired to delete the phrase “in the sojourn area: Jeju” recorded on the back of the foreigner registration certificate and to delete the said phrase, in order to remove from Jeju-do, the Defendants’ alteration of the official document’s name from a person in danger of his/her name on the first and second anniversary of the date, to move to another area.

On April 10, 2016, at around 10:00, the Defendants were placed in the residence of the Defendants on the second floor of a 2nd floor in an address not exceeding Jeju city, and the Defendants had been placed in the part of the phrase “in the sojourn permit area: Jeju”, which is recorded on the back of the foreigner registration certificate against each of the Defendant.

As a result, the Defendants changed one foreign registration certificate against the Defendants in the name of the Jeju Immigration Control Center, which is an official document, for the purpose of exercising their rights in collusion with the names of those infinites.

2. Where a foreigner who enters an airport in the Jeju Special Self-Governing Province to stay in the Jeju Special Self-Governing Province for the purpose of uttering of altered official documents, establishment of the Jeju Special Self-Governing Province and violation of the Special Act on the Development of Free International City intends to move to another area of the Republic of
