1. On August 14, 2014, the Defendant stated “nonpublic information” in the attached Table 2 among the dispositions against the Plaintiff’s non-disclosure decision.

Basic Facts

On October 24, 2009, at around 19:59, the traffic accident occurred B, driving D C C’s car and met the left-hand part of the Plaintiff’s E-driving 124C cccc e-operation and the pentb e-mail part before the left-hand part of the driver’s seat of the said car, which was the left-hand part of the e-operation of the said car in front of the driver’s seat on the left-hand part of the e-operation of the said car while the e-operation of the said car was turned back from the room of the Gwangju Regional Police Agency to the left-hand part of the e-operation of the said car.

(hereinafter “instant traffic accident”). On December 31, 2010, the Prosecutor in charge of investigating the instant traffic accident of this case by the Prosecutor’s non-prosecution disposition of the Prosecutor’s Office of Gwangju District Prosecutors’ Office 2010-type 60748, determined that the instant traffic accident occurred due to the violation of the signals of the E, and issued a non-prosecution disposition of the suspension of indictment with respect to E, and issued a non-prosecution disposition

(2) On July 30, 2014, the Plaintiff filed an application for perusal and copy of the investigation records of the instant traffic accident (hereinafter “instant investigation records”). On August 11, 2014, the Plaintiff filed a request for disclosure of information on the attached list 1 and the attached list 3, which did not peruse and copy the investigation records of the instant case.

On August 11, 2014, the Defendant rendered a disposition of non-disclosure on the ground that the aforementioned documents constitute information subject to non-disclosure under Article 9(1)4 and 6 of the Official Information Disclosure Act (hereinafter “Information Disclosure Act”).

On September 3, 2014, the plaintiff of the previous trial procedure is dissatisfied with the administrative appeals commission of the Gwangju High Public Prosecutor's Office.

A petition for administrative appeal seeking revocation of a disposition of non-disclosure as described in the subsection was filed, and the commission filed on November 26, 2014.

The part concerning the documents listed in the attached Table 3 among the dispositions of non-disclosure as described in the paragraph shall be revoked and the remaining part shall be dismissed.

The ruling shall be subject to a non-disclosure decision described in the paragraph.
