1. All of the plaintiffs' claims are dismissed.
2. The costs of lawsuit are assessed against the plaintiffs.
Reasons
1. Facts of recognition;
A. The Plaintiffs, upon the first receipt of a license fishing right under the Fisheries Act from 1986 to 1989, operated a maritime fish nursery business in the neighboring coast of Sacheon-si, upon renewal of the license fishing right.
The defendant is a public corporation established under the Korea Water Resources Corporation Act, and is expanding and managing the Jinnam-si Multipurpose Dam (hereinafter referred to as the "Seoul River") which is a water resources development facility at the entrustment of the Minister of Land, Infrastructure and Transport.
B. The construction and reinforcement work of the Southern River was completed on October 7, 1969. At the time of completion, the Southern River was completed on October 7, 1969. At the time of completion, 10,570m3/ seconds (hereinafter “m3/ seconds”) (hereinafter “Cms”).

Accordingly, the defendant completed the above reinforcement work around November 199 by completing the reinforcement work of the above Gangnam Dam.
3 The height of the Southern River due to the above reinforcement works increases from 43m to 51m, the total storage volume and flood control volume have increased, and when 10,400ms, which are the design flood volume of the frequency in 200s, flown 800 ms through the Southern River, discharge 3,250 ms through L flooding, and when flown 15,800 ms exceeding the flood volume of the frequency in 200 years, discharge 1,000 ms through the Southern River, and discharge 6,000 ms through L flooding.
