A. On February 2012, the Plaintiff obtained a bachelor’s degree by majoringing in folklore at C University, and on February 2014, the Plaintiff obtained a master’s degree with a major in psychology at C University graduate schools.

B. On July 29, 2016, the Defendant announced the recruitment of alternative manpower banks (hereinafter “instant recruitment publication”) by referring to Article 26-5 of the State Public Officials Act and Article 3-2 subparag. 4 of the Decree on the Appointment of Temporary Public Officials as follows.

A person selected to the Alternative Manpower Bank for the Operational Guidance of the Alternative Manpower Bank for the B Museum in the future may be employed as a non-permanent public official for a period required by the leave of absence or the proxy of a leave of absence or a leave of absence for childbirth, etc. in the future;
