1. Defendant A, B, and F’s joint criminal conduct is to operate a speculative game hall without a trade name in Nam-gu Incheon Metropolitan City K. Defendant F is to install a game machine “sea-to-sea” in the game room and to divide profits in return. Defendant B is to serve as the so-called “bago president” subject to criminal punishment on behalf of the owner of the game room if the game room is controlled by an investigation agency.
