1. The plaintiff's claim is dismissed.

2. The costs of lawsuit shall be borne by the Plaintiff.

1. Details of the disposition;

A. On October 26, 1957, the Plaintiff entered the Navy and discharged the Marine Corps from active service on December 31, 197, after serving the Marine Corps.

B. The Plaintiff, on July 1, 2014, filed an application for registration with the Defendant on July 1, 2014, on the left side shoulder of the Plaintiff’s left shoulder part, in a state where the front shoulder part of the Plaintiff’s left shoulder was left, and filed an application for registration of persons who have rendered distinguished services to the State.

C. On October 6, 2014, the Defendant rendered a decision on the eligibility of persons who rendered distinguished services to the State and persons eligible for veteran’s compensation.

In addition, the Plaintiff filed an application for re-registration of a person of distinguished service to the Defendant on October 23, 2014 on the left shoulder "on the grounds stated in the above paragraph (b)."

E. On February 16, 2015, the Defendant rendered a decision on the eligibility of a person who rendered distinguished services to the State and a person eligible for veteran’s compensation.

바. 원고는 ‘1958. 3. 하순 일자불상 22:00경 비상 발령으로 2층 철침대에서 내려오던 중 같은 침대의 1층에 누워 있다가 일어나는 동료 신병이 머리로 원고의 복부를 들이받아 버린 바람에 원고가 넘어지면서 철침대를 잡고 있던 손바닥이 7cm 정도 찢어졌는데, 그럼에도 불구하고 치료를 받지 못하고 피를 흘린 채 훈련에 참여했으나, 동작이 느리다는 이유로 조교가 소총 개머리판으로 원고의 왼쪽 어깨를 내리쳐 현재까지도 왼쪽 어깨 부분이 부어 있는 상태로 일상생활에 지장이 많고, 왼쪽 손바닥은 나중에 의무대에서 진통제도 없이 꿰맸고, 지금까지도 그 흔적이 남아 있다
