Reasons
1. Details of the disposition;
A. The Plaintiff was newly appointed as a principal on September 5, 1990 by the Plaintiff as a graduate school teacher, and on March 1, 2012, the Plaintiff was promoted to an assistant principal on March 1, 2012, and served as an assistant principal at Chigh School from March 1, 2016. 2) The Defendant is the person who recommended the appointment of a principal.
In addition, it is also a person who becomes a defendant on behalf of the President who is the appointing authority.
B. The Plaintiff’s disciplinary power and disposition cancellation 1) The Plaintiff was working as a school sports and health department at the D Office of Education as a school inspector at the D Office of Education, and on December 31, 2009 (hereinafter “instant reprimand disposition”).
(C) On March 31, 2017, the Plaintiff was listed in the list of candidates for promotion of secondary school principals of the D Office of Education as of March 31, 2017, but the D Superintendent of the D Office of Education excluded the Plaintiff on January 58, 2018, considering that the Plaintiff submitted the documents related to the proposal for appointment of the principal of the principal of the secondary school, and submitted the documents related to the proposal for appointment to the Defendant on January 18, 2018, and the Defendant did not recommend the appointment of the principal of the school.

(1) On March 31, 2018, the Plaintiff was listed as the 27th list of candidates for promotion of the principal of the D secondary school at D Office of Education on September 1, 2018, and the D Superintendent included the Plaintiff in the list of candidates for promotion of the principal of the D secondary school. However, the Defendant did not request the Plaintiff to recommend the principal of the school (Evidence A 15 and 17) (Evidence A. 2) on September 1, 2018.
