1. Details of the disposition;

A. The Plaintiffs respectively operated the power generation plant for the use of new and renewable energy in the Gancheon-gun A, B, and C at the time of residence. The Energy Management Corporation (hereinafter referred to as the "New and Renewable Energy Center") was established as an affiliated institution of the Energy Management Corporation for the purpose of supporting and managing the operators of new and renewable energy use and distribution projects pursuant to Article 31(1) of the former Act on the Promotion of the Development, Use and Diffusion of New and Renewable Energy (Amended by Act No. 10253, Apr. 12, 2010; hereinafter referred to as the "former New and Renewable Energy Act") and Article 29 of the former Enforcement Decree of the Act on the Promotion of the Development, Use and Diffusion of New and Renewable Energy (Amended by Presidential Decree No. 22382, Sept. 17, 2010; hereinafter referred to as the "former Enforcement

On February 16, 2009, the Plaintiffs obtained a license for an electricity generation business from the Standing Governor and applied for confirmation of the selection of the annual base price applicable facilities to the new and renewable energy center. On May 19, 2009, the new and renewable energy center issued a confirmation of the selection of the annual base price applicable facilities to the Plaintiffs. The said confirmation letter confirms that the instant power plant was designated as the target facilities of annual base price in 2009 in accordance with the guidelines for the standard price of the power generated from the use of new and renewable energy announced by the Ministry of Knowledge Economy, and from May 19, 2009 to August 18, 2009, the installation period.
