Defendant
A and B shall be punished by imprisonment with prison labor for one year, and by imprisonment for eight months, respectively.

Reasons
Punishment of the crime
Defendants:
1. The Defendants’ co-principals Defendant A are the actual representatives of Co., Ltd. F (hereinafter “F”), Co., Ltd. 1002 of the 10th floor of the building in Mapo-gu Seoul, Busan, and H (hereinafter “H”), the chief managing the overall operation of H; Defendant C was the former chief managing the entire operation of H; and Defendant C was the former chief managing the entire operation of H in writing.
Any person who intends to engage in credit business or loan brokerage business shall file for registration with the Special Metropolitan City Mayor, Metropolitan City Mayor, or Do Governor having jurisdiction over the relevant place of business.
Nevertheless, around November 28, 2011, the Defendants conspired to establish H document branches without registering loan brokerage business under subparagraph 1907 of the I building 1907 of the Busan High-gu, Busan High-gu, and around January 3, 2012, upon receiving a loan application from J from the loan applicant, and the F’s “E-Ncom Ltd.” computer system through F’s “E-Ncom Ltd.”, the Defendants arranged the loan of KRW 3 million from the above K to the loan company.
From that time to May 8, 2012, Defendants arranged loans worth KRW 1.87 billion in total without registration of loan brokerage business over 459 times, such as the attached list of crimes (1).
2. A person who intends to run a joint-use credit business or loan brokerage business provided by Defendant A or B shall file for registration with the Special Metropolitan City Mayor, Metropolitan City Mayor, or Do Governor having jurisdiction over the relevant place of business.
Nevertheless, on February 15, 2012, the Defendants conspired to establish a H major place of origin without registration of loan brokerage business No. 102 Dong 205 of the L building 102 Dong-gu Busan, Busan, and around February 16, 2012, M will deliver it to K of the lending company through the F’s “E-Ncompa” computer system upon receipt of an application for the loan with documents, such as a copy of identification card, a copy of resident registration, and a copy of passbook.
