Reasons
Punishment of the crime
The Defendants, with the knowledge that the process of confirming documents issued by the National Bank from the National Pension Service would allow the loans for low-income workers or small business operators, agreed to receive 50% of the loans from the National Bank as the following fees, by forging the above documents.
