1. Facts of recognition;

A. Since the Mayor of Jeonju-si recognized and publicly announced the road of this case (hereinafter referred to as the "road of this case") in front of the discharge station located in Seojin-gu Seoul Special Metropolitan City under Articles 16 and 19 of the former Road Act (amended by Act No. 6655 of Feb. 4, 2002) as the route of Si roads (City/Do) No. 7 of the former Road Act on July 13, 2001, the defendant Jeonju-si has been managing the above road of this case.

B. On March 15, 2012, the Korea Water Resources Corporation: (a) contracted the construction period from March 20, 2012 to January 20, 2013; and (b) the construction period from March 20, 2012 to January 20, 2013; (c) around 11 km at the Seocho-gu Seocho-gu Seoul Special Metropolitan City Do Do dong dong dong dong dong, including the instant road; and (d) obtained the permission to occupy and use the road for the section including the instant road from the Seocho-gu Special Metropolitan City Do Do dedicated to Defendant Jeon-si, which was delegated by the former Special Metropolitan City Do Do dedicated on April 6, 2012.

C. Defendant Won Construction, while performing the instant construction works, excavated the section including the instant road for underground water pipes, and then installed on the surface of the auxiliary device surface by using the side stones, gravel, sand, etc. while filling the section. Defendant Won Construction plays a role of delivering the surface by supporting the “base floor” installed on the upper part of the auxiliary device surface and the “string floor” composed of asphalt and the “string floor” and distributing the traffic load transmitted therefrom.

The term “B” was formed on June 27, 2012, and around June 27, 2012, the front phase of the front package on the above auxiliary device’s upper floor, which is flat packaging for not more than 3 to 4 days after the restoration of the temporary base package with a thickness of not more than 15cm.
