A shall be punished by a fine for negligence of KRW 5,000,000, and by a fine of KRW 2,000,000.

A shall be the president of the division of the headquarters E (hereinafter referred to as the "E Union") of the branch of the North Korean branch of the National Association of the Democratic Union of Korea (hereinafter referred to as the "National Union of Labor Union"), and Defendant B shall be the president of the part of the E Union.

As a result, the Defendants conspired with the participants in the above assembly who could not know their names and interfere with the traffic by land.
