1. Basic facts

A. Defendant Republic of Korea is the project implementer for the four major river improvement projects, and Defendant Korea Water Resources Corporation (hereinafter “Defendant Corporation”) is the following:

It is a public corporation that has been entrusted with the operation, maintenance and management of six multi-functional maps established in E as part of the four major river improvement projects, such as described in paragraph (1).

B. In order to cope with flood control and droughts in the Nakdong River basin, the Minister of Land, Transport and Maritime Affairs approved each project implementation plan (hereinafter collectively referred to as the "project implementation plan of this case") that is to install and operate multi-functional maps (hereinafter referred to as the "instant beams") in each Section as follows and publicly notified in the Official Gazette.
