Defendant shall be punished by a fine of KRW 3,000,000.

If the defendant does not pay the above fine, 50,000 won.

Punishment of the crime

The Defendant is a person who operates a farm that raises a lawsuit by establishing a stable with a size of 219.24m2 in Gangwon-do, Gangwon-do.

1. A person who intends to install a livestock excreta-generating facility without filing a report and raise livestock by using such facility shall obtain permission from the competent authority or file a report;

Nevertheless, the Defendant did not report on the above farm in 2008 and installed a facility area of 1,442 square meters and raised a dog.

2. A person who raises livestock excreta into public waters shall not ensure that the livestock excreta not properly disposed of flows into public waters, and shall have the duty of care to prevent the discharge of livestock excreta out of public waters by discharging facilities from discharging rainwater;

On July 11, 2013, the Defendant did not properly dispose of livestock excreta accumulated on the floor of a dog breeding facility installed in the above farm as described in paragraph (1) of the same Article, thereby allowing livestock excreta to flow into rainwater, a cleaning pipe, or a drainage pipe, where livestock excreta flows into public waters.
