A. 1) The Defendant’s status as the parties to the dispute 1) The instant project refers to the E-general industrial complex creation project aimed at attracting advanced industries and constructing industrial complexes, such as the manufacturing of electronic parts, images, sound and total equipment in Ulsan-gun, Ulsan-gun, Cri, Driday, and medical, precise, optical, and visual manufacturing business (hereinafter “the instant project”).

(2) On July 6, 2007, the Plaintiff leased a building site of 1,168 square meters and its ground (hereinafter “each of the instant real estate”) in Ulsan-gun, Ulsan-gun, Ulsan-si, and completed business registration with the trade name of H (type of business: plastic type) on July 25, 2007, each of the instant real estate as the location of the place of business, and thereafter operated the instant real estate from around that time.

B. As the former Industrial Sites Act was amended on April 6, 2007 by Act No. 8337, May 11, 2007 to implement the instant business, the name of the general industrial complex under the former Industrial Sites Act was changed to “general industrial complex” but the provisions on general industrial complex under the former Industrial Sites Act and the provisions on general industrial complex under the amended Industrial Sites Act are identical (amended by Act No. 8337, Apr. 6, 2007; hereinafter “former Industrial Sites Act”).

Pursuant to the foregoing public notice, “E General Industrial Complex Designation and Development Plan” was published (Public Notice I of Ulsan Metropolitan City, hereinafter referred to as “instant designation public notice”).

(c) Area: 2,975,000 square meters;
