Defendants are not guilty.

1. The summary of the facts charged is the person who operates the "E Civil Engineering Design Office" located D in ethic City and who signed a service contract for conversion of mountainous district with respect to L et al. jointly purchased in the name of H-sharing waters, complainants, J, and K for the purpose of access to the access road for the purpose of the development of the ethic City in ethic City, which was jointly purchased by the complainants, and delegated with the field survey, drawing work, drawing work, preparation of a project plan, filing of an application for authorization, etc., and Defendant B performed the civil works with the trade name of "N" located in ethic City in ethic City, and performed the civil works upon request by the complainants for the construction of the public waters and the road.

A.
