The prosecutor's appeal is dismissed.

1. The summary of the grounds for appeal is erroneous in misunderstanding of facts in the judgment of the court below which did not recognize the fact in collusion with the defendants as a business of exchanging game results.

2. The lower court determined that the Defendants were acquitted on the grounds that: (a) although the primary evidence corresponding to the above facts charged against the Defendants exists in H’s statements in this court and in the investigative agency and in light of the J, I’s respective statements in violation of the purport and content of the above evidence, and the details of each of the J, I’s non-control reports, and the content of each on-site physical list in each game room; (b) it is difficult to believe the above evidence without any reasonable doubt; and (c) it is insufficient to recognize that the rest of the evidence submitted by the Prosecutor was a business of exchanging game products in collusion with the Defendants

3. The judgment of the political party is based on the following circumstances acknowledged by the evidence duly adopted and investigated by the court of this case: ① Among the informants of this case as to who are a person making a money exchange at an investigative agency, H made a statement to this defendant A and C; ② The court of the court of the court below determined that “I visited E (hereinafter “I”) in 1,00 in 2,00 in 20,000 and I made a statement to the effect that “I refused to make a money exchange at the game site of this case and made a statement to the investigative agency to the effect that “I, as the owner of the game site of this case, made a request for money exchange and made a statement to the effect that I would not make a money exchange between the defendant A and his employee.” ② At the court of the court of the court below, H made a statement to the effect that “I, in the court of the court of the court below, made a statement to the effect that I would not make a money exchange to the above individual game.”
