1. The plaintiff's claim against the defendants is dismissed.

1. Basic facts

A. The Plaintiff, who is engaged in the Plaintiff’s housework and hole farming business, is engaged in a housework production by holding a license for the marine seeds and seedlings production business (the license for the marine seeds and seedlings production business of 2005) from the Yangyang-gun of Gangwon-do from July 20, 2005 to July 19, 2010, which is able to produce housework seeds and seedlings from the Hanyang-gun of Yangyang-gun of Gangwon-do with the permission for the marine seeds and seedlings production business of 2005 (the license for the marine seeds and seedlings production of 2005). On February 11, 2008 from the Yangyang-gun of Gangwon-do to April 11, 2008 to April 22, 2013, and is engaged in a house farming business with the license for the fish farming business (the fish farming business).
