1. The plaintiff's claim is dismissed.

1. Basic facts

A. The Korea Electric Power Corporation (hereinafter “Korea Electric Power Corporation”) (hereinafter “Korea Electric Power Corporation”) implemented the E construction work to establish a large-scale transportation system and to expand electric power supply facilities in the area north of Korea (hereinafter “instant construction”). The Plaintiff is a G village resident located in F in the area where the instant construction works are located in the G G village.

B. 1) The residents in the construction section of this case, who reside in smuggling, oppose the construction of this case on the grounds of property and mental damage, conflict and conflict occurred with Han electric power plant. The Han electric power plant, the representative of residents, public officials belonging to Yangyang-si, etc. constituted the “H Council” to discuss the residents’ demands, etc. In order to compensate for the residents’ property and mental damage incurred during the construction of this case. On September 4, 2013, the said Council constituted the “Regulations on the Payment of Local Special Support Project Expenses for Residents” (hereinafter the “Regulations on the Payment of Local Special Support Project Expenses”).

(2) Of the provisions of this case, the parts relating to this case are as follows.

Article 1 (Purpose) The purpose of this Regulation is to prescribe the standards, procedures, etc. for paying part of the amount of subsidy for each village of the expenses for local special support decided by the H Council (hereinafter referred to as the "Council") to each household.

Article 2 (Definitions of Terms) The definitions of terms used in this Section shall be as follows:

The term "regional special support project cost" means a compensation project that is paid to residents in order to preserve the property and mental damage of residents living in the past that occurs during the construction process of transmission facilities and to smoothly implement construction works with the cooperation of residents, and local support projects.
