Reasons
Punishment of the crime
On November 16, 2011, the Defendant sentenced two years and six months to imprisonment for a violation of the Act on the Control of Narcotics, etc. (fence) in the Suwon District Court’s Ansan Branch on November 16, 201, and completed the execution of the above punishment on November 23, 2013.
1. The point of administration of a Melapop (hereinafter referred to as "philopon");
A. A. On March 11, 2014, the Defendant: (a) administered phiphone medication in a single-use injection instrument; (b) on March 11, 2014, at the guest room in the mutual surbing room located in Anyang-si, Anyang-si; (c) on March 11, 2014, the Defendant inserted approximately 0.1g of psychotropic drugs into a single-use injection instrument; and (d) injected them by means of dilution with raw water.
B. Around March 12, 2014, the Defendant administered 0.1g of phiphones by the aforementioned method at the guest room in the mutual surves room located in Anyang-dong, Anyang-si around March 12, 2014.
C. On March 13, 2014, the Defendant: (a) administered philophone medication in a way described above, from March 13, 2014, 202 DNA telephone 202 located in Ansan-gu, Annyang-si; and (b) 0.1g of philophones.
On March 14, 2014, the Defendant administered the philophone medication in the above manner, around 02:00 on March 14, 2014, and approximately 0.1g of philophones.
2. Around 10:30 on March 14, 2014, the Defendant sold 0.3g of philophones in KRW 2.50,00 to E, approximately KRW 0.3g of philophones.
3. The Defendant, around 10:50 on March 14, 2014, carried a philopon by inserting approximately 0.1g a philopon in the philopon’s machine.
