Punishment of the crime

The defendant is a member of the local reserve forces organized in the Gangnam-gu Seoul Metropolitan Government 4 Dongpool and other small groups.

In such cases, the members of the local reserve forces shall report their relocation to the competent authorities.

Nevertheless, on August 11, 2016, the Defendant failed to report the change of residence without any justifiable reason so that it is impossible to deliver a muster notice of the call-up notice of the local reserve forces, thereby making it impossible for the Defendant to register ex officio residence.
