1. Details of the disposition;

A. The Plaintiffs, as indicated in the table below, were permitted to engage in the electric generation business in the 2,940 square meters of L 2,940 square meters, M 2,960 square meters, N 2,982 square meters, P 1,868 square meters, Q 503 square meters, Q 2,707 square meters, R 3,191 square meters (hereinafter “the instant application site”).

On May 29, 2019, May 29, 2019, the date of permission for the business place of the Plaintiff’s disposition office Nos. 1 A, B, C, Defendant Gunsan City N. N. N., and on May 29, 2019, the date of permission for the business place of the Plaintiff’s disposition office, O, P, Q, R, the date of Gun branch office of Jeollabuk-do, J. Gun on May 3, 2019, the date of permission for the business place of the Plaintiff’s disposition office, and on June 4, 2019.

The filing date of this case is the land designated as a green production area under the National Land Planning and Utilization Act (hereinafter “National Land Planning Act”).

The following pictures are the project site of this case (hereinafter referred to as the “project site”) adjacent to S (motor vehicle-only roads among the photographs below) and T (railroads among the photographs below) currently being constructed, and there is a large-scale farmland around the site of this case.

On May 31, 2019, the Plaintiffs filed an application with the Defendant for permission to engage in development activities involving the installation of structures and alteration of form and quality of land to install solar power generation facilities in the instant application form as indicated below.

D. On September 18, 2019, after deliberation by the Gun Planning Committee, the Defendant rendered a disposition of denying the Plaintiffs’ application for the following reasons (hereinafter “instant disposition”).
