A. The parties concerned 1) The Plaintiff is a company established for the management, operation, etc. of waste incineration facilities. A. A person who has been engaged in waste disposal facilities exceeding one year in the same field for at least one year, falling under Article 35(3) of the Enforcement Decree of the Act on Promotion of Installation of Waste Disposal Facilities and Assistance, etc. to their Environs (hereinafter “Waste Facilities Promotion Act”) and Article 6(2) of the Ordinance on the Management and Operation of the New Recycling Resources Center in the following cases (hereinafter “the Ordinance of this case”) - Article 6(2)5 of the Ordinance of this case provides that “the person who has been operating waste disposal facilities exceeding one year in the same field for at least one year” means the person who has been operating waste disposal facilities exceeding ten years in the same area as of the date preceding the date of the public announcement of bidding (the recognition of work experience) for at least one year in a series of waste incineration facilities and landfill facilities within the last ten years as of the date of public announcement of bidding.
