Defendant

A, B, and D shall be punished by a fine of KRW 3,00,000, and Defendant C shall be punished by a fine of KRW 5,000,00, respectively.

The defendants are the defendants.

Punishment of the crime

1. Under the premise, Defendant D is the representative of the J (ju)J established for the purpose of designing a building, supervising construction works, etc., Defendant A is a person who was working in the position of the Vice-Chairperson of the said J after retired from office for the purpose of designing a building and supervising construction works, etc. from October 8, 1979 to December 31, 2015. Defendant B is a person who was working in the position of the Vice-Chairperson of the said J, who was working in the former Do Office from December 17, 197 to October 31, 2015. Defendant C is a person who was working in the position of the Vice-Speaker of the J, who was working in the office of the former Do Office after retired from office for the purpose of designing a building and supervising construction works after retired from office in the military viewing from office from October 31 to June 30, 2008.

The above J and K companies should undergo the evaluation of the capacity to implement the construction works or the examination of qualifications for the construction works in accordance with the relevant laws and regulations, along with a certificate of career of construction technicians at the time of bidding more than a certain size of construction works. The career certificate of construction technicians is one of the documents of very important evidence in the process of selecting the project.

In order to obtain a career certificate for construction technicians, construction technicians or affiliated construction companies shall first prepare a report data (the draft of a career certificate), and if a report data is prepared by an affiliated company, the relevant construction engineer shall be confirmed, and thereafter a career certificate shall be issued by the business department and the personnel department with which the construction engineer worked and the relevant personnel department through a thorough verification, such as a completion report, personnel record card, etc., and construction engineers or affiliated construction companies shall submit the above-mentioned career certificate to the Korea Construction Engineers Association and obtain a career certificate for construction engineers through the verification by the Korea Construction Engineers Association.

Nevertheless, former technical officers, who are employed by the government offices, such as former North-do Office, Jeonju, and Gunsan, shall prepare a draft of career-based confirmation and work experience without going through a civil petition office with the authority to verify and issue a letter of experience.
