1. The plaintiff's claim is dismissed.

A. On July 22, 2013, the Defendant’s regular member qualification, the criteria for membership with voting rights, the method of recruiting members, the qualification of the chairperson, and the election day, discussed and decided the following: (a) on July 22, 2013, the Defendant’s Internet website bulletin board, attached an application for membership and a sample of a disabled person’s diagnosis document, posted the following contents as the notice of the decision at the first plenary meeting of the Election Commission as of July 19, 2013.

1. The Defendant’s regular member is a person who has registered the membership by submitting documents that meet all the requirements of paragraphs (1), (2), and (3) below, and paying the membership fees.

(1) A written diagnosis of a mentally handicapped person who is entitled to prevent forgery (2) must state or indicate “traffic accident” column in the said written diagnosis of a mentally handicapped person; and (3) the written diagnosis of a mentally handicapped person must have “date of issuance”, “issuing agency”, and “the name and seal of the person in charge of issuance of the original written diagnosis and the name and seal of the person in charge”; * the submission of documents proving that a person who fails to meet the above standing member causes a traffic accident shall make a final decision on whether the Defendant Chairperson’s vicarious performance of duties is a regular member after a meeting of the Election Commission

2. Existing members and new members shall submit documents that meet the requirements of the above paragraph (1) as well as an application for membership, and the methods of recruiting members, etc. shall be as follows:
