1. The plaintiff's appeal is dismissed.

1. Basic facts

A. On November 20, 2013, the Plaintiff, the Defendant’s representative, filed a claim for disclosure of “the purchase cost by lot number, the part of the previous land owner’s name, the number of compensation issues and quantity by lot number, the compensation amount, and the appraisal report for the purchase and compensation of the land.”

B. On December 2, 2013, the astronomical Mayor: (a) disclosed the “number and total purchase amount of purchased land” to the Plaintiff; (b) made an appraisal report for the purchase and compensation of land by parcel number; and (c) made a decision of disclosure of the part of the information disclosure to the effect that the disclosure of the information would be confidential on the grounds that there is a possibility of infringing on an individual’s privacy or freedom of privacy under Article 9(1)6 of the Official Information Disclosure Act (hereinafter “Information Disclosure Act”). Meanwhile, in order to respond to the petitioner’s request for information disclosure, the Defendant: (a) determined and implemented the instant detailed criteria for information subject to non-disclosure (hereinafter “instant criteria”); (b) the instant criteria are classified as “the calculation and payment statement of compensation; the information on compensation-related appraisal”; and (d) the “information on compensation-related appraisal” as the information subject to non-disclosure under Article 9(1)6 of the Information Disclosure Act; and (b) the Plaintiff filed a lawsuit against the Daan City Mayor for revocation of the aforementioned part of the information disclosure disposition against the Plaintiff 2120.

The judgment of the plaintiff was rendered in favor of the plaintiff, and the above judgment became final and conclusive around that time.
