The Defendant is a person engaging in driving a rocketing car.

On October 20, 2012, at around 15:45, the Defendant proceeded at a speed of about 45 km in Si/Gun, leading to a single-lane road of 494 lanes of Manasan City, Magcheon-gun, Hongcheon-do, Seoul, at a dong-ri level, in one-lane road of 494 lanes of Manasan-do.
