Defendant shall be punished by a fine of KRW 10 million.

If the defendant does not pay the above fine, KRW 100,000.

Punishment of the crime

1. At around 18:50 on March 13, 2019, the special obstruction of performance of official duties: (a) the public service center of the C community service center located in Jung-gu Seoul Metropolitan Government, and the public service center of the C community service center used access roads to the parking lot in other vehicles, and (b) the Defendant expressed a large voice to D, E, etc., who are public officials of C community service centers serving in the public service center, on the ground that the access roads to the parking lot are

계속하여 피고인은 D, E 등에게 자신의 장애인 활동지원 신청을 받아줄 것을 요구하면서 큰 소리로 욕설을 하던 중 D이 자신에게 욕설을 하지 말아달라고 말하였다는 이유로 화가 나 미리 소지하고 있던 위험한 물건인 지포 라이터기름을 자신의 머리 부위에 부운 다음 손으로 위험한 물건인 라이터를 보여주면서 불을 지르겠다고 말하며 라이터를 켜는 시늉을 하여 D, E 등으로 하여금 위 민원실 출입문 쪽으로 대피하게 하였다.

Accordingly, the Defendant carried a dangerous object, and an accelerator oil, and interfered with the performance of duties concerning the treatment of civil petitions by public officials of C community Service Center.

2. On March 13, 2019, the Defendant: (a) around 18:50 on the frontway in Seoul, Jung-gu; (b) around 18:50 on the ground that D, who is a public official of the C community service center, said community service center, and returned home in the absence of a c community service center on the ground that D, as described in paragraph (1), said C community service center would not take a bath; and (c) during the victim G’s returning home, the victim G was pushed down with a reinforced glass equivalent to KRW 400,000 at the market price set up on
