Punishment of the crime
Article 2 subparag. 1 of the Act on Special Cases Concerning the Settlement of Cargo Vehicles: “Motor vehicle” means a motor vehicle defined in Article 2 subparag. 16 (a) of the Road Traffic Act and construction machinery defined in Article 2(1)1 of the Construction Machinery Management Act. While Article 2 subparag. 16 (a) and 17 of the Road Traffic Act define a motor vehicle, as the motor vehicle is premised on a motor vehicle being driven by the motor, Article 2 subparag. 1 of the Automobile Management Act includes an instrument manufactured for the purpose of movement of land by being towed other than the instrument manufactured for the purpose of movement of land by a motor in the definition of a motor vehicle. However, Article 2 subparag. 1 of the Automobile Management Act defines a motor vehicle as a motor vehicle, which includes an instrument manufactured for the purpose of movement of land by being towed by a motor, and this is called a “pacting motor vehicle.” Article 2(2) [Attachment 1] of the Enforcement Rule of the Motor Vehicle Management Act
