Reasons
1. Basic facts
A. In November 2004, the Ministry of Land, Transport and Maritime Affairs decided that the taxi supply should be conducted mainly for private taxis, and that it should be appropriated for private taxis by utilizing the quantity, such as cancellation of license and reduction of the number of automobiles, in an area where there is no new supply.
B. On December 16, 2005, the Dong Sea established and publicly announced the “Calculation of the total number of taxis in the Dong Sea and its mid- to long-term supply plan” on December 16, 2005 in accordance with the implementation plan of the total number of taxis in the Dong Sea. The major content was that the total number of taxis in 2005 is 630, 634, 637, 640, 640, 643, 640, 209, and 643, and the total number of taxis in the year 2005 through 209, and the total number of taxis in the year 2005 through 209 are 23 personal taxis and 0 corporations, and the supply (tax) is limited to private taxis.”
C. However, from the standpoint of a corporation taxi company under the above-mentioned total taxi supply system, it is difficult to seek workers due to the lack of possibility of obtaining a personal taxi license even if employees work for a long time, and there was no possibility of obtaining a personal taxi license from the standpoint of employees in the corporation-long-term taxi service.
Accordingly, the corporation taxi workers in the Dong Sea tried to promote the "System that the corporation taxi workers who worked for a certain period pay compensation to the company, and the workers who paid compensation for the reduction of the number of vehicles to be reduced by the company after closing the transportation business" (hereinafter referred to as the "license conversion system").
Therefore, the Dong-si Workers' Council (hereinafter referred to as "the Dong-si Workers' Council") comprised of the corporation taxi workers in the Dong Sea.
