Reasons
Punishment of the crime
The Defendant, as the president of the “C” organization, is a person who has been in charge of the duties such as the president of the University Study Center of the Jeju-do Party branch of the D Party, the vice president of the National University Study Committee of the D Party.

Nevertheless, in March 2017, the Defendant planned to visit the 19th presidential election D party E with the intention of getting the candidate to win for the 19th presidential election, and when the person who obtained the consent to participate in the said declaration was merely 47 persons including the Defendant and could not proceed as originally planned, the Defendant had the candidate E to win for the 19th presidential election by preparing a false list and distributing it.
