1. Details of the disposition;

A. The Plaintiff is a mining right holder who has completed the registration of mining rights with respect to the Gwangju Cadastral E mining area located in the Jeon-Nam-gun B CD.

B. On March 12, 2013, the Plaintiff filed an application for authorization of mining plan with the Defendant on March 12, 2013, pursuant to Article 42(1) of the Mining Industry Act and Article 38(1) of the former Enforcement Decree of the Mining Industry Act (amended by Presidential Decree No. 26187, Apr. 7, 2015; hereinafter “former Enforcement Decree of the Mining Industry Act”).

The main contents of the mining plan submitted by the Plaintiff to the Defendant upon filing the instant application are as follows.

2. The geological features and outline of mineral deposits of the mine;

3. Methods and plans for lighting;

(a) Mining methods: Mining methods shall be applied by installing pits (5.0 meters x 5.0 meters x 5.0 meters) with approval for opening of pits and mining methods using air compressed machines and machines using rocks;

(b) Mining and blasting powders after launching a rock with regard to minerals confirmed in a mining plan, beer, digging and blasting, mining 2,00 tons or more per month, production of blue light powder 1,67 tons, and 333 tons of waste stone shall be loaded at a waste stone station;

4. Plans and methods of selecting and refining minerals;

(a) Raw ores which have been mined by the method of ore dressing and refining shall be those which are planned to supply in domestic demand sources after being equipped with light and crushing facilities and then luminous treatment of mined raw ores so that they can be mined and sold out;

(b) Prior squares facilities for the system of luminous training shall be installed in the pits, or prior squares facilities shall be secured by securing a site for prior squares, and the installation of facilities shall be planned;
