On November 5, 2007, the Governor of the Gyeonggi-do in determining the promotion plan for the M urban renewal acceleration district shall comprehensively plan and implement the improvement of the residential environment, expansion of infrastructure, and recovery of urban functions in underdeveloped areas, and shall promote the balanced development of new and old hours, and shall designate the area of 805,789 square meters in Goyang-si, Seoyang-si, Nan-si, and O-dong, 805,789 square meters in accordance with Article 5 (1) of the Special Act on the Promotion of Urban Renewal (amended by Act No. 10761, May 30, 201; hereinafter “former Urban Renewal Promotion Act”) as the M urban renewal acceleration district pursuant to Article 5 (1) of the former

On February 13, 2010, the Defendant established an urban renewal acceleration plan on the M urban renewal acceleration district and applied for the determination of the urban renewal acceleration plan to the Gyeonggi-do Governor on February 13, 2010, and on July 29, 2010, the Gyeonggi-do Governor announced Qu in Gyeonggi-do. ① The Governor of Gyeonggi-do made an urban renewal acceleration plan with a content of expanding the area of the previously designated urban renewal acceleration district from 805,789 square meters to 843,817 square meters (hereinafter “instant urban renewal acceleration plan”), and ② the determination of the urban renewal acceleration plan containing the details of designating F and R areas in the M urban renewal acceleration district as the renewal promotion district for the housing redevelopment project as shown below:
