The defendant is innocent. The summary of this judgment shall be notified publicly.

1. The summary of the facts charged is not a person handling narcotics, and the Defendant is not a person handling narcotics, and thus cannot deal with the clophophones (one philopon; hereinafter “philopon”).

A. On July 22, 2016, the Defendant: (a) installed in the Dobong-gu Seoul Metropolitan Government apartment parking lot; (b) provided F with a single-use injection machine containing approximately 0.05 grams of philophones to F; (c) received philophones; (d) injected the said injection machine with water at the seat of F; and (e) administered the crophones in the same way as the Defendant injected it with a single-use injection machine containing approximately 0.05g of other philophones in his possession; and (c) administered the crophones in the same way as the Defendant injected it with his arms in the same way.

B. On July 29, 2016, the Defendant: (a) around 2016, set up in the said E-House parking lot, sold in cash one of a single cron injection device, which contains approximately 0.05g philopon to F; and (b) administered cronphones in such a way as to diversize the said cron into water at that place; and (c) in such a way as to injection the said cron into the blood body of F.

On August 11, 2016, the Defendant: (a) set up in the above E Apartment parking lot and sold in cash 500,000 won 2 disposable clocks, which contain approximately 0.05 grams of clopon to F; and (b) injected clopon to F’s clopon in a way that divers were injected with water at the same place; and (c) injected with clopon.

On August 15, 2016, the Defendant: (a) around August 15, 2016, set up in the parking lot of the building adjacent to H apartment of Dobong-gu Seoul Metropolitan Government, and sold F with a single philopon to F in cash for KRW 500,000,000 in cash, one philopon, and a transparent plastic paper containing approximately 0.05g of philopon; and (b) administered philopon in a way that the said philopon was injected into F’s arms after dilution with water at that place.

2. Determination

(a) Sale and purchase of narcotics;
