1. The plaintiff's claims against the defendants are all dismissed.

1. Basic facts

A. The Plaintiff opened and operated the casino business exclusive for foreigners with permission from the Minister of Culture, Sports and Tourism in accordance with the Tourism Promotion Act, the Seoul Gangnam-gu Seoul Metropolitan Government on Jan. 2006, May 2006, and the Busan Bar Association on Jun. 2006. Defendant A served as the Plaintiff Company C Team Director, Defendant B as the Seoul Bar Association Vice-Director, and Defendant B managed the Chinese area and the Chinese E area.

(b) Contents relating to the system of credits among casino business rules (No. 2004-4, Ministry of Culture, Sports and Tourism announced publicly) are as follows:

Except as otherwise provided in other Acts and subordinate statutes, the business and accounting of the casino business rules (No. 2004-4) (No. 2004-4) shall be governed by these rules.

Article 3 (Definitions) The definitions of terms used in these Rules shall be as follows:

2. The term “credit” means a casino operator’s lending credit with chips on condition that customers participate in games;

Article 50 (Sales) (1) The term "total sales" means the amount obtained by deducting the total amount paid to customers from the total amount received by customers in connection with casino business.

(2) The total amount received from customers referred to in paragraph (1) means the amount of cash, checks, securities, etc. exchanged for chips to casino customers and the amount provided with chips.

(3) The term “total amount paid to customers” in paragraph (1) means the amount of money exchanged for chips to customers and the amount of bad debt disposal pursuant to the provisions of Article 51.

Article 51 (Disposal of Loans by Casinos) Cash, Check, Securities, etc. offered by Casino customers are found to be forged or unable to be recovered due to default, and a casino operator shall be provided with a credit.
