1. Basic facts

A. 1) The Plaintiff is a company with the objective of communications, electrical construction, and computer equipment maintenance and repair services, etc. (2) The Defendant, from August 27, 2009 to May 20, 2010, added approximately 10 billion budget to the air force base located in 13 regions nationwide, and established A (hereinafter “instant A”).

B. On November 21, 2011, the Air Force Headquarters, affiliated with the Defendant, publicly announced the bidding for concluding a A repair services contract in 2012 for the maintenance and repair of the instant A.
