1. The Defendant’s disposition of non-disclosure against the Plaintiff on September 4, 2015 is revoked.

2. The costs of the lawsuit are assessed against the defendant.

Basic Facts

On September 26, 2007, when the plaintiff was arrested as a flagrant offender by police officers belonging to the relevant police station on charges of assault on September 26, 2007, the plaintiff filed a complaint with the Incheon District Public Prosecutor's Office for suspicion of abuse of authority and arrest of the above police officers, but the prosecutor decided not to prosecute the police officers (not guilty).

Therefore, the plaintiff filed a complaint with the Incheon District Prosecutors' Office due to the investigation officers B and C belonging to the Incheon District Prosecutor's Office who investigated the case of complaint, such as the above abuse of authority and arrest, and the suspicion of intimidation and abandonment of duties, but the prosecutor in charge decided not to prosecute (not guilty)

In other words, the plaintiff filed a complaint with the office of the Gwangju District Prosecutors' Office under 2015 type 17738 (hereinafter "the case of the complaint in this case"), but the prosecutor in charge of the office of the Gwangju District Prosecutors' Office did not prosecute the case of intimidation and the case of filing a complaint for abandonment of duties.

On August 25, 2015, the Plaintiff requested the disclosure of information to the Defendant on August 25, 2015, excluding personal information, such as D, E’s resident registration number, address, contact information, and e-mail address, among the following documents concerning the instant case of complaint.

On September 4, 2015, the Defendant rendered a non-disclosure decision for the following documents 2, 3, and 9 against the Plaintiff, and for the remaining documents, the non-disclosure decision was made.

(hereinafter the above decision of non-disclosure refers to the disposition of this case, and the documents in which the non-disclosure decision was made are “each of the information of this case”). The contents of the claim

1. Copies of records of the cases in No. 2015-type 17738 of the Gwangju District Prosecutors' Office;

2. Copy of the complaint;

3. Copy of the statement for supplement of the complainant from one to seven times; and

4. A copy of any request for appearance sent by the F Assistant Inspector of the Netcheon Police Station to E;

5. Copies of the investigation report prepared by the senior inspector of the original police station and all investigation reports prepared by the F slope of the net police station;
