A defendant shall be punished by imprisonment for one year.

However, the execution of the above punishment shall be suspended for a period of two years from the date this judgment becomes final and conclusive.

Punishment of the crime

Despite the fact that the defendant filed a lawsuit against Incheon Metropolitan City in relation to some of the five parcels of land outside the Seo-gu Incheon Metropolitan City, the defendant conspiredd with E who takes money by forging a public document under the name of the Incheon Metropolitan City Mayor and showing it to other persons, as if the Incheon Metropolitan City Council had agreed to pay the defendant 6 billion won.

1. In accordance with the above public offering of forgery of public documents, E shall enter into the first agreement on June 16, 2015 with a computer on the paper A4 page “receiving: He/she shall enter into a civil petition for compensation: consultation, details: A/she shall enter into a civil petition for the application for compensation: On June 16, 2015, the Seo-gu and five parcels, which were non-disclosure extraordinary meetings of the Incheon City Council at Incheon City Council on June 16, 2015, between A and his/her comprehensive successor, with a single agreement as to the compensation agreement between A and Incheon Metropolitan City at KRW 6 billion, which is 140% of the publicly announced land price.

After stating "the head of Incheon Metropolitan City", the official seal of the Incheon Metropolitan City Mayor was affixed next to it.

Accordingly, the defendant, in collusion with E, forged one copy of the consultation document according to the civil petition filed in the name of the Incheon Metropolitan City Mayor, a public document, for the purpose of uttering.

2. On July 2015, the Defendant presented to G, who is aware of the forgery, a document for consultation on a civil petition for compensation filed in the name of the Incheon Metropolitan City Mayor, which is a forged public document, in the F coffee shop located in the territory of the Republic of Korea, for the first time in Ansan-si, 2015, as if the document was issued genuinely.

Accordingly, the defendant, in collusion with E, used official document.
