Punishment of the crime

On May 20, 2013, from around 08:00 to 18:00, the Defendant changed the form and quality of land by allowing D to fill up land at a height of approximately 1.5 meters without obtaining development permission on a site owned by the Ministry of National Defense (land category: 6,073 square meters) in the same Dobcheon-si, a natural green-belt on a special-purpose area, which is a special-purpose area.
