A defendant shall be punished by imprisonment for one year.

Seized evidence No. 14 shall be confiscated.

80,000 won shall be additionally collected from the defendant.

Punishment of the crime

On August 12, 2013, the Defendant was sentenced to imprisonment with prison labor for a crime of the Narcotics Control Act, etc. at the Chuncheon District Court on August 12, 2013 and completed the execution of the sentence on June 17, 2014.

Criminal facts

Defendant is not a narcotics handler.

1. Medication of a psychotropic medicine;

A. On October 2015, 2015, the Defendant: (a) added approximately 0.03g of Mesofts (one philopon; hereinafter “philopon”); (b) Melopon, which is a local mental medicine, to the Melopic room located in Gangdong-gu Seoul Metropolitan Government; and (c) injected the Melopon into one’s arms.

B. On October 4, 2015, around 23:00, the Defendant injected approximately 0.05g of philophones into his arms in Gangdong-gu Seoul Metropolitan Government Etel 1211, and then injected into his arms.

On November 6, 2015, at around 23:00, the Defendant injected approximately 0.05g philopon from “GPC room” located in the Seoul Special Metropolitan City Gwangjin-gu, with scopon, into his arms.

On December 6, 2015, at around 22:00, the Defendant injected approximately 0.05g philopon from 307 heading rooms in Gwangjin-gu Seoul Special Metropolitan City H with scopic water, and injected it into his arms.

E. On March 13, 2016, at around 22:00, the Defendant injected 0.05g of phiphone into his arms from K Station toilets located in Gangdong-gu Seoul Metropolitan Government J, and then injected into his arms.

Accordingly, the defendant administered a local mental medicine five times.

2. Provision of a psychotropic medicine;

A. On October 4, 2015, around 23:00, the Defendant: (a) laid off Lonopon 0.05 g of 0.05 g of philopon from Gangdong-gu Seoul Metropolitan Government Etel 1211.

B. On November 6, 2015, around 23:00, the Defendant, from “GPC room” located in the Seoul Gwangjin-gu Seoul Special Metropolitan City Gwangjin-gu F, she laid off L with approximately 0.05g philopon free of charge.

On December 6, 2015, the Defendant, at around 22:00, provided L with approximately 0.05g of philopon free of charge at 307 heading rooms in Gwangjin-gu Seoul Special Metropolitan City H.

Accordingly, the defendant provided a local mental medicine for three times.
