Reasons
Punishment of the crime
The Defendants thought that they would receive insurance money from insurance companies by intentionally causing contact accidents to vehicles violating the laws and regulations or vehicles driving in bad faith, or by receiving hospital treatment, even though they did not place any injury.
1.
