피고인은 2015. 7. 26. 13:50경 서울 종로구 C에 있는 D파출소에서 가방을 잃어버렸으니 찾아달라고 하면서 경위 E에게 "너거들이 가져갔잖아, 씨발새끼야"라는 등의 욕설을 하며 약 10분 동안 소란을 피우고, 계속해서 2015. 7. 26. 14:20경 다시 D파출소로 찾아와 경사 F에게 "야 씨발새끼야 경찰새끼들아, 너 같은 놈들은 필요 없어 씨발, 더럽게 씨발 개새끼들"이라는 등의 욕설을 하면서 약 20분 동안 술에 취한 채로 관공서에서 몹시 거친 말과 행동으로 주정을 하고 시끄럽게 하였다.
