1. All of the plaintiffs' claims are dismissed.

2. The costs of lawsuit are assessed against the plaintiffs.

1. Basic facts

A. (1) On July 1950 immediately after the outbreak of the Korean War, the Korean War occurred, (1) the Korean National Report Federation or the preliminary prosecutor in the area of the Simsan Chang-do, Chungcheongnam-do, Chungcheongnam-do, and the North Korean War, who was sentenced to punishment without following lawful procedures, such as trial by police and military personnel (hereinafter “the case of the Simsan-do, the Korean National Report Federation”). (2) On July 1950, the case occurred in which inmates and the Korean Report Federation members were sentenced to punishment without following legitimate procedures, such as trial by police and military personnel (hereinafter “the case of the Simsan-do, the case of the Simsan-do, the Korean National Report Federation”). (3) At the time of the Korean War, 108 residents of the area of the Simsan-do, Seosan-do, Seocheon-do, who were at the time of the Korean War, were killed without following legitimate procedures, such as trial by police and military personnel, etc. (hereinafter “the sacrifice of the Simsan-do”).

B. After examining the case upon receipt of a request to verify the truth by the persons related to each of the past history cases, the Committee established under the Framework Act on the Settlement of Truth and Reconciliation for the Truth and Reconciliation of the Truth (hereinafter “Committee for Settlement of Truth”) concluded a truth-finding decision with the purport that ① on November 10, 2009, “the 91 person, such as the National Press Federation, was sacrificed by 1,200 inmates and news report members at the Jinju District Office,” ② on June 30, 2010, the findings of the truth-finding decision with the purport that “at least 1,200 inmates and news report members were killed at the Jinsan District Office,” and ③ on June 29, 2010, the 108 persons, such as the suspect, etc. at the Masan and Seosan District Office, were sacrificed.”

C. The plaintiffs were found to have been victims in the findings of the truth-finding on the case of the Magsan Simsan, which was confirmed or presumed to have been victims in the findings of the fact-finding on the case of the Magsan Simsan, the N.N. and the civilian sacrifice of the Magsan Simsan, which were confirmed as victims in the findings of the fact-finding on the case of the Magsan Simsan and the case of the Magsan Simsan.
