A defendant shall be punished by imprisonment for six months.
However, the execution of the above punishment shall be suspended for one year from the date this judgment becomes final and conclusive.
Reasons
Punishment of the crime
A person who intends to develop and utilize groundwater in Jeju Special Self-Governing Province shall obtain the permission of the Do Governor, but the defendant operated the "Criju station" located in Seopo-si B from October 2009 to April 14, 201, and used groundwater at an average of 2tt per day using the source pumps from the well-owned groundwater without the permission of the Do Governor.
